Yes, betting is legal in Nigeria, but only with an operator licensed by the right authority for where you are. Since the Supreme Court judgment of November 2024, lottery and games of chance belong to the states, with the Federal Capital Territory the exception. So the true answer to "is betting legal in Nigeria" depends on which state licence your bookmaker holds and which state you bet from.
What the 2024 Supreme Court judgment changed
On 22 November 2024 a seven-member Supreme Court panel ruled unanimously for Lagos State in suit SC/01/2008. The court stopped the Lottery Act applying in every state except the FCT.
The Lagos State Lotteries and Gaming Authority (LSLGA) reads the judgment as placing games of chance within state competence, subject to the constitutional position of the FCT. The practical result for bettors: the federal licence from the National Lottery Regulatory Commission no longer settles the question by itself. In Lagos, the regulator says plainly that a national licence is not sufficient to operate in the state.
Who regulates betting where
Regulation now follows geography. The table sets out what the sources establish.
| Where you bet | Who licenses | What the sources say |
|---|---|---|
| Lagos State | Lagos State Lotteries and Gaming Authority | Every operator needs an LSLGA licence under the 2021 Law (as amended) |
| Federal Capital Territory (Abuja) | Federal framework | The judgment left the Lottery Act applying in the FCT |
| Other states | Each state's own regime | The Lottery Act no longer applies there after the judgment |
Lagos: legal, with an LSLGA licence
Gaming is legal in Lagos, but only through an operator holding an LSLGA licence. The Lagos regulator's own guide to gaming laws says every operator must obtain that licence under the 2021 Law (as amended).
Section 33(3) of the law bars anyone without a subsisting licence from operating any gaming activity in the state. Online sports betting is a separate licence category, and applicants face due diligence that includes background checks and financial viability evaluations.
The authority also names unlicensed operators on its website. As of October 2026 that list includes Maxbet247, N1bet and Konfambet.
Telecoms and national licences do not count in Lagos
A licence from another body does not make betting legal in Lagos. In a public notice dated 12 October 2026, the LSLGA said an NCC licence is no gaming authorisation in the state. The notice targets betting sold through telecommunications and VAS platforms, so a bookmaker cannot lean on its telecoms partner's paperwork.
The same notice tells operators to account for Lagos gaming taxes for the period from 22 November 2024, the judgment date, up to the date of the notice.
Is betting legal in Nigeria where you live?
It depends on your state. In Lagos, betting is legal only with an LSLGA-licensed operator. In the FCT, the Lottery Act still applies. In the other states, the Lottery Act no longer governs and each state's own law decides, so the first question to ask any bookmaker is which state licence it holds.
The sources for this report cover Lagos in the most detail, because Lagos brought the case and runs the most visible regulator. Bettors elsewhere should look for their own state's gaming regulator and its list of licensees before funding an account.
How to check a bookmaker's licence in Lagos
The quickest check takes a few minutes on your phone. The LSLGA register lists each licensee with its company name, licence category and licence expiry date.
- Find the operator's company name.
- Search for it on the LSLGA register and confirm the licence category matches what the site offers, such as online sports betting.
- Check the expiry date. An expired date means the operator is not currently authorised.
- Check that the company does not appear on the LSLGA list of illegal operators.
Reader questions
What are the laws around gambling in Nigeria?
Since the 22 November 2024 Supreme Court judgment, lottery and games of chance sit with the states, while the National Lottery Act still covers the FCT. In Lagos the governing law is the Lagos State Lotteries and Gaming Authority Law 2021 (as amended).
Is sports betting legal in Nigeria?
Yes, through a licensed operator. In Lagos, online sports betting is its own licence category under the LSLGA, and an operator without that authority may not offer it in the state.
Is a national betting licence enough to operate in Lagos?
No. The LSLGA says a national licence is not sufficient to operate within Lagos, and its October 2026 notice adds that an NCC telecoms licence gives no gaming authority either.
How can I check if a betting site is licensed in Lagos?
Look the operator up on the LSLGA register, which shows company name, licence category and expiry date. If the expiry date has passed, the operator is not currently authorised. Also check the regulator's list of illegal operators.
