How to Play Lottery in Nigeria: Licences, NIN and Tax

Nigeria's lotteries now answer to state regulators. Check your operator's licence, keep your NIN ready, and expect Lagos to hold back 5% of winnings.

To play lottery in Nigeria safely, you stake with an operator licensed by your state's lottery regulator, register with your National Identification Number (NIN), and play under that operator's published draw rules. In Lagos, check the operator against the regulator's licensed list first, and know that tax comes off any winnings before the money reaches you.

The word "national" in the search is now a little misleading, and that is the first thing a punter should understand.

Who licenses the lottery you are playing

Since late 2024, lottery licences in Nigeria come from the states, not Abuja. On 22 November 2024 the Supreme Court nullified the National Lottery Act of 2005, the law that created the National Lottery Regulatory Commission, and held that regulating lotteries belongs exclusively to the states.

Lagos had argued this for years. Its regulator, then the Lotteries Board, insisted that lotteries fall within state purview only, online and retail alike. The state consolidated its rules into one law, which Governor Sanwo-Olu assented on 19 April 2021, and lotto is one of the gaming categories it covers. For the wider picture of who regulates what, see our report on online lottery in Nigeria and licensing.

How to play lottery in Nigeria, step by step

The steps are short. What matters is doing them in order, before any naira leaves your account.

  1. Find your state regulator. Your operator must hold a licence from the state where you play. In Lagos that is the Lagos State Lotteries and Gaming Authority (LSLGA).
  2. Check the operator's licence. The Authority urges punters to check its website for licensed operators before staking. Our guide to lottery companies in Nigeria after 2024 explains what that licence covers.
  3. Register with your NIN. Under the KYC rules now enforced in Lagos, players must provide their NIN when they sign up or claim.
  4. Read the game rules before you stake. Each licensed operator publishes its own draw formats, ticket types and prize tables. Those rules, not a vendor's word, decide what a ticket pays.
  5. Know what happens at payout. As of February 2026, licensed Lagos operators must deduct 5% withholding tax at payout, before winnings are credited, and remit it to the Lagos State Internal Revenue Service. The amount deducted counts as a tax credit for the player.

So a ₦10,000 win in Lagos lands as ₦9,500. Budget with the net figure, not the headline one.

Which is the best lottery game in Nigeria?

The best lottery game in Nigeria is one run by an operator your state has licensed, because that is the only kind with a regulator you can complain to. Beyond that, no regulator source behind this report ranks games or publishes comparative odds.

Treat any vendor or social media page that names a "best" game or promises a sure win with suspicion. A lottery is a game of chance: no ticket type, number system or draw time guarantees a return. If you play, set a stake you can lose without pain, and stop there.

Reader questions

Is there any lottery in Nigeria?

Yes. Licensed lottery and lotto operators run in Nigeria, but since the Supreme Court ruling the licence that matters is the one issued by your state, not a federal one. In Lagos, the Authority publishes its list of registered operators.

How do I start playing Lotto?

Pick an operator, confirm it sits on your state regulator's licensed list, register with your National Identification Number for KYC, then stake under that operator's published game rules.

Which lottery is most likely to win?

None of the official sources behind this report publishes comparative odds, so no game can be called the likeliest winner. Read the prize table and rules each licensed operator publishes for its own draws, and stake only what you can afford to lose.
