Betting Law in Nigeria
Yes, betting is legal in Nigeria for adults, but only with an operator licensed by the right regulator, and since November 2024 the right regulator depends on the state. The Supreme Court ruled that lotteries and gaming are matters for the states, so the federal National Lottery Act now covers only the Federal Capital Territory. A betting site's legality comes down to which state licence it holds and where you are punting from.

Is Betting Legal in Nigeria? Your State Licence Decides
Since the Supreme Court's November 2024 ruling, states license betting. Lagos says a national or NCC licence is not enough. Here is how to check yours.
Who regulates betting in Nigeria?
Before the ruling, the federal National Lottery Regulatory Commission licensed lotteries and many betting operators nationwide, while some states, Lagos first among them, ran their own gaming boards alongside it. The Supreme Court settled the clash in favour of the states. The NLRC's remit now stops at the FCT, and each state regulates betting and lotteries within its borders through its own law and its own board. In Lagos that is the Lagos State Lotteries and Gaming Authority, which has said that a federal licence on its own is not enough to operate in the state.
How do I check if a betting site is licensed?
- Look for the licence statement in the site's footer or terms: the regulator's name and a licence number.
- Check that regulator's own published list of licensed operators, not a screenshot on the betting site.
- Make sure the licence covers your state. A licence from one state board does not automatically cover another.
- Be careful with offshore sites that accept naira or crypto but hold no Nigerian licence at all. If something goes wrong with a withdrawal, no Nigerian regulator can step in.

What about tax on winnings?
States can and do tax gaming, and some hold back a share of winnings at source. Rates and rules differ from state to state and change with new laws, so read your operator's terms and your state regulator's notices for the current position.
Is the law likely to change again?
Possibly. After a ruling of this size, states write new gaming laws and federal lawmakers look for ways to bring order to a market that crosses state lines. The paper tracks what is enacted, not what is proposed, and dates every update.
